Irma, which has weakened to a tropical storm and was centered Monday afternoon over southwestern Georgia, has moved far away from the Miami metropolitan area, but the wait is not over for many who took refuge at Ronald Reagan High School, either because their houses were flooded or they do not yet have authorities' permission to return home.

"I live on Miami Beach and I can't go there yet; there aren't even any Ubers," Ecuadorian Sixto Jurado told EFE Monday while he and his wife, Maria Perez, wait patiently inside the gym at that school in the Miami suburb of Doral, which housed more than 1,000 people between Friday and Sunday.
